Policy Memo – Regional Responses to the Crisis in Venezuela

Participants analyzed the key characteristics of the Venezuelan migration crisis, the latest trends in Venezuelan migration to Brazil and Colombia, and the role of regional and international actors in this crisis. They also developed relevant guidance for public and private decision makers in the Americas and formulated a series of recommendations for local and national governments, multilateral agencies, and civil society organizations in the region.

This policy memo reflects the workshop discussion and includes collectively defined elements about the characteristics of the crisis and recommendations for policy makers and civil society organizations at the national and regional levels.

En la actualidad Venezuela está sufriendo una gran crisis política, económica y humanitaria cuyas consecuencias están teniendo un impacto regional. A medida que el gobierno toma más acciones antidemocráticas, el colapso económico interno se acelera, se incrementan las violaciones a los derechos de los venezolanos, se agudiza la escasez, y la situación en general se torna insostenible, grandes sectores de la población venezolana se ven forzados a salir del país escapando de la crisis doméstica y buscando nuevas y mejores oportunidades.

Durante las jornadas del 27 y 28 de febrero tuvo lugar en la ciudad de Bogotá, Colombia, el Segundo Taller Regional «Respuestas Regionales a la Crisis en Venezuela: resguardando los derechos humanos de refugiados y migrantes» organizado por la Coordinadora Regional de Investigaciones Económicas y Sociales (CRIES), la Stanley Foundation, la Pontificia Universidad Javeriana de Bogotá y el Instituto Pensar.

On 11 September 2013, the United Nations General Assembly (UNGA) convened its 5th annual informal interactive dialogue on the Responsibility to Protect (RtoP, R2P) on the theme of the UN Secretary-General’s Report, “State Responsibility and Prevention”.  The dialogue served as an opportunity to advance the
